How to bring industries to a town where the city council and certain individuals block development?

I live in Grenada ms which is located on Interstate 55. It is right in the middle of Jackson ms and Memphis tn. We had a chance to bring in huge industry; namely a huge Nissan plant, a Walmart distribution center, Home Depot, Crackle Barrel, and other

Don't know, but my area of the country has seen the same problem, city and county councils that are doing just fine themselves but don't seem to want anything else coming into the area that would lead to more folks with their scale of money in their pocket.
